I don't know about that... An expansion and renovation of Breakers Express, an expansion and renovation of SC, and a huge expansion of Breakers seems like a lot already. I wouldn't expect much more to be announced.
And I certainly wouldn't expect MS in 2017 given all that they're doing already.

I'm sure SC comes out of it's own separate budget since it's a separate park. But with the expansion of TWO resort properties, it would seem like alot to do that and MS in one year. However, the Breakers expansion will not be until 2018. I would think MS would be in one of those years. But then, none of us know how much it costs to renovate a coaster.

How and why would that have made any sense?
In any case it seems like a great move for CP combined with the 17/18 developments.
