It depends on what you consider a "tower". Look at any pic of Xcelerator's top hat and you will see that it uses two of the same tower structures for support (one for the up side, one for the down side). This could explain why it would be for two towers.

When I read that, the first thing that came to mind was a ride like Batman and Robin: The Chiller at SFGAdv, which is essentially a shuttle with similar, but different layouts.
It doesn't make sense though, to have one ride go much higher than the other, and the other go faster... Seems to me that you'd need more speed to clear the greater height, and if one goes 115 (or thereabouts) MPH with a 400' tower, and the other goes 120 MPH with a 300' tower, the latter would be a hell of a lot more intense, possibly to the point where the g's (both pos. and neg.) would be way over tolerance levels.
