Your idea was creative, and all ideas are appreciated... but unfortunately your facts are a bit off. The tower is on the former Dodgem site, not by the former Chaos/Troika site. In this picture, you can see Magnum's station in the background, proving the location of the tower. (not to mention that those who have seen the tower in person name the dodgems site as its location)
Keep working on theories though, it helps pass the LONG wait until we finally get to ride it!!
