I went 2 years ago. My weight then was 250 LBs, 5' 4" not sure about waist size, but wore size 22/24 pants. Got on fine. Didn't need anyones helps with the belt. Most of my weight is around my middle, and my legs were/are pretty muscular. I know the belts are smaller now (right?) but am losing weight (16 lbs so far and have 2 months til I go). I hope I don't have a problem!!!!
I'm 6'4", 42" waste, 245lbs, last year I sat in the test seat and fit, and then the next time I sat in the test seat I didn't fit. I really thought CP would address this issue, I understand the safety issues, but I just don't think that I'm of an extreme size. I don't have to go to big and tall shops to buy clothes. Actually will be cutting one night off our usual Breakers stay because of this, not a protest, just usually rode MF the most. I'm sure they'll find someone skinny to take my place.
I'm pretty sure at this point this change is permanent and CP will not be taking any further measures. If they had planned on doing anything drastic, it would have been done between last year and this year. Since they haven't addressed the problem by now, the likeliness of them addressing it in the future are slim to none.

As it's been said many times in this thread, waist size has little to no influence on your ability to ride (unless it's exceptionally large). Last year, my dad and I were only 1 waist size apart (I was 40 he was 38) and he fit no problem but I couldn't even get the belt buckled. But my dad has much smaller thighs than me and (I know this sounds gross) no butt to speak of and therefore WOULD fit easier.
If you've got large thighs or a little too much junk in the trunk it doesn't really matter what your waist size is. Although personally I find it stupid. Whether or not the seatbelt can buckle is irrelevent. If you've got a person with an enormous gut but skinny thighs they'll be able to get the belt buckled. But that doesn't mean they could get the lap bar, the important restraint, in a satisfactory locking position.

You guys thought they were the same? Are you NUTS? those belts are definitely much shorter.. By 2 or 3 inches at least. I could pull 4 inches of slack last year, and couldn't barely get the thing buckled without help this year.
And I wore the same exact pair of jeans today that I wore closing day.
They are, for sure, much shorter.
