I know this may be an odd question, but are the Peanuts characters in costume? I haven't been to CP in several years, and not sure if there are normally the characters at all. I love Peanuts, and It's the Great Pumpkin, Charlie Brown is by far my favorite thing about Halloween, so I thought that would be cool if they were.
I believe in Camp/Planet Snoopy (now Spooky), they do have activities and meet and greets with the Peanuts in halloween costumes. I know that they also have a costume contest around noon, where many characters come out and judge on children costumes. (and I would have to believe they would also be in costume.) They also have a parade that has one float with the theme "Great Pumpkin," so that is really cool! And at the very end, Snoopy closes the parade sporting a cape, mask, and his buddy Woodstock on top of his chair. It is very cool, even if you are not a kid anymore haha. I hope this helps!

Any word on the live shows for this year's HalloWeekends? Can we hope for the return of a band to the Red Garter?

I hope so.... the Red Garter show is still fun, but I feel you can't replace the energy of a live band.
I don't know about a live band but I have heard that some performers from the Monster's Rock era are returning to the Garter this year.
Will there be a live band in front of the big screen this year?
I have always enjoyed hearing them play.
CP just posted a teaser on their Facebook page. Has a picture of a shack on the new Iron Dragon trail.
The bayou shack is really well done, particularly for something at Cedar Point. Hopefully they can bring more of this kind of detail and theming to the park the rest of the season and not just HalloWeekends.

Took the words right out of my...keyboard...love the attention to detail. Why aren't these people hired to add some theming around the park? See how easy it is? That took you what, all of a week to complete?

Cedar Point has some fairly talented creative folks on staff and it appears HalloWeekends is one of the few places they loosen the reins a bit and allow them to do their thing.
That's part of the reason why I've often thought that if the long-wished-for dark ride were to actually happen it might not be completely crazy to do it in-house with an assist from an outside company for things like the ride system. If given the chance they might really do able to do something special.
