Stealing Fast Pass Plus

I was at the park yesterday and it looked like some rides had handheld scanners which I assume were for scanning the wristbands (I did not see anyone get scanned) while other rides the attendant just had a handheld clicker to count the Fast Passers. Why would some rides be scanned and others not?

I was at the park yesterday with Fast Lane Plus. They scanned on GateKeeper, MF, and Maverick. I didn't ride every ride, but most of the rides were not being scanned, seemed to just the the most popular ones. And I saw a security guard standing in the MF FL queue.

That's part of the terms on the back of your pass, that you agreed to by purchasing and continuing to use the pass, so..
