Just wanted to add another opinion.......
As I'm in the construction industry, my office releases major projects that are not completely designed frequently, especially large expensive ones. Granted, all the preliminary work is done, but specific engineering conditions still need to be finished. Typically, this is called "fast tracking" a job. It is done usually when a tight time line exists. It is also convenient for privacy.
I don't know who authorizes and approves the construction documents in Sandusky, but I suspect that it goes through the state. I've received partial plan approval for foundations before, put only with preliminary designs describing the entire scope of the project. I would have to believe that drawings have been submitted somewhere for approval.
Another thread mentioned that CP is working quickly pouring footers because of cold weather. This is almost surely untrue. Today's concrete additives are very good and strong. Contractors are able to pour in all but the most extreme conditions. Those new footers will take 21-28 days before reaching strength. Don't expect major steel to be erected for a month. It is possible that the lighter stuff will go up sooner, but no way will a 400' tower be trusted on uncured concrete. Several test cylinders of concrete will be broken to determine strength. Once it reaches the required safety margin, steel will go up.
Someone mentioned the dream of the ride going under the lagoon. Although a great idea, is it possible with a low water table? Apart from some utility tunnels for ride mechanics, does Cedar Point have any basements or tunnels?
In summary, don't be suprised if the "Uncle story" is correct. And, somebody might want to pay a visit to the the Sandusky building department looking for public information -or- call the State of Ohio to see if CP was on a building review committee agenda....

While cold may be a factor in pouring concrete in Alaska, it's no problem in Northern Ohio. Concrete is designed for a curing time of 28 days. In other words, after 28 days, it will support the load it was designed to support. Curing is a chemical process that theoretically takes place forever, but empirical tests have shown that letting concrete cure for more than 28 days isn't really that much more beneficial.
The City of Sandusky handles all foundation, building, electrical, and occupancy permits. Plumbing, however, is handled at the state office in Toledo (though that could've changed recently) I guess maybe I'll stop in there, possibly due to work, and check on the status of Cedar Point's new ride.

I'll be surprised. And, I'll eat my own shoe if I'm wrong. I still do not beleive that this to a two-track coaster that 'doesn't duel or race.'
