The "free" healthcare in Canada cuts both ways, from what I hear. However, I don't think that "free" healthcare for Canada was Kinzel's worst decision ever. ;)

Maybe they could turn it into the World's largest planter! CP has always had beautiful flower beds & landscaping, so why not fill up that tower with some pretty flowers?
