I guess my point is that the park's smoking policy (designated areas vs. entirely non-smoking) isn't the problem. If they're not going to enforce the rules, there's no point in making stricter rules.
That said, every person I see smoking in a designated area is one less that I have to encounter on the midway, so it's not like the policy is a complete loss. Though I imagine it's frustrating for a rule-abiding smoker to see rule-violating smokers not being confronted by park officials.

This works out very well. If anyone has been to Busch Gardens Williamsburg, there is rarely anybody smoking outside the designated areas. I have seen 2 cases where security would kick the person out of the park for smoking.
Yeah Busch Gardens is really strict on that. I saw multiple people get escorted out on my couple of trips.

The only places I've seen material stating CP's smoking policy is on the video screens at the entrance gates and in the park map. People do not pay attention to those screens, especially when it is not always being displayed. Plus, I'm pretty sure no one notices the little part in the park maps about it. I think at one point a few years ago when the policy was new, they may have handed out inserts with the park maps explaining the policy.
I rarely have ever seen the cops enforce it. They often seem too busy making sure they look "cool" on the midways. I think some more signs with a bolder message in appropriate locations would help. It wouldn't hurt to add 2-3 more smoking locations where the large gaps are between current ones are and make the locations easy to find.
I think people see the signs, but just don't care. It's the same with the littering problem that happens in the queues in the park. People just don't care. I bet even if there was a sign in the front of the park for littering, people wouldn't listen to that either.
I agree with three7five about adding smoking signs. Also maybe they need to enforce it more. I remember in years past at Kings Island a guest almost was kicked out of line for refusing to put out his cigarette. The ride operator called security and the guest had an attitude about it but put the cigarette out immediately.
I worked at CP and tell them that there are a few places to Smoke. I still wear my CP coat, and they ask me if I worked there. I say YES, and I will give a Security Guards that they are smoking, and they QUIT. Thank You for that. I don't tell them to quit, but I should tell people that they are KILLING us and their life's too.
