The marina lot is considered the overflow lot. There's been times that even that became full and they began parking cars on the grassy areas prior to entering the toolbooths. A few of the October Columbus Day weekend saturdays come to mind for that (and others).

As for the grassy areas prior to the booths, much of the area that was previously grassy is now paved nicely, particularly in the vicinity of that large fake evergreen wi-fi tower near the new Chausee booths. That tower was previously smack in the middle of a grassy field. Since they relocated the route of that section of roadway I wonder how many additional lot spaces were added.
Unless something weird is going on, I don't think employees park in the Marina lot. The lot employees park in is called the bay side lot (it is on the marina side, but it's not gated in any way) and I believe anyone can park there. You will see cars every day now because of the employees and it being half full isn't alarming by itself unless the main lot is also full.
