I suspect within a week or two of finishing the tower, an announcement will be made. I doubt the tower will be finished the same day of the announcement, that is too much to handle at once. I just believe that the announcement will happen close in time to the tower being completed.

No, it literally can't 'backfire.' The strategy is to get maximum exposure about the new ride, ultimately leading to increased attendence next year. Amongst us enthusiasts, some of whom are now bored by the speculation and waiting--the only way it backfires is if we decide not to go to CP this year for that reason, and that's of course absurd.
As for the audience that matters (the GP), they've likely heard of something new being built at CP, but they won't know what it is until the announcement. Then they'll start planning their trips, impressed by the record-breaking height and speed. So I don't see how it can backfire.
As far as the announcement date, I'd have to agree with Jeff and the rest in saying that the announcement date is the announcement date. Marketing and construction are two seperate entities for CF/CP. Another good point was made by mk468zz, this won't backfire. All of us enthusiasts will be in the park next year anyways, regardless of how 'anti-climatic' this is for us, we'll be there. It's the GP that needs to hear about it. If they announce it too early then the GP won't be as interested. If they announce it closer to opening day then it will be 'fresh in the minds' of the GP, at least more so than it would if they announced it last month. That's why I don't think their marketing would be aimed more at the GP than the enthusiasts. Once again, just my 2 cents worth.
