If CP got the ride signed over to them as late as some people have said, then they obviously haven't had much time to test. I would imagine, as well, that each train must cycle a certain number of times before riders can board; if the testing period was restrictive, then they probably focused on a few trains to make sure they were ready for opening day, as opposed to no trains at all.
Of course, this is not even considering issues like employee training, etc, that can effect the number of trains being run.
On the plus side, they've got four days to work on things before the next time the park opens to the public.
It's useless to worry about it. The park will run it at full capacity as soon as it can.

Overall, Neo and I waited longer for some rides then we would have any other time, alothough, Magnum was walk on :). Oh well, I just hope they improve the capicity on TTD soon!
They are only running 3 trains (red,blue,green) and I got in 1 hour early (joe cool club) and still waited 3 hours =|
