Most of the people I go with have no idea you can get free water from stand. Even that free water is just a little cup and wont do anything against heat exhaustion in 90 degree weather. I have also heard a quote from several people they would rather "pass out" than pay $3 for a bottle of water. That leaves a handful a drinking fountains which unless you carry one around it may not be sufficient on a hot day.
Here is a question, if someone pass's out and dies of heat exhaustion (happened last year) and was denied to bring a bottle of water into the park, would they have a case?

Just ask for two or three waters. They will give it to you with no problem.

I also had no problem getting ice water at the refreshment stands. They will even give you 3 or 4 at a time if you ask. If you drink one or two of these every hour, you will be fine. There are also many places you can go to get out of the heat for a while. Town hall, gift shops, Snoopy on ice,...

I'm not sure how many people know or care they can ask for free water. Sometimes when I go with a newbie they are stunned and amazed I can get cups of ice water for them. They think I am special or something :) Where people need it the most though is in line where the only alternitive is the now $2.50 bottle.
I don't even take bottles with me in the park becuase they are a pain to take on rides, some which you are not allowed to take any on in the first place. For some families who have at least person one watching a kid they could hold water bottles for the group. My family used to do that and get them filled up at the stands for free with nice cool water. Was a great way to battle the heat.

I'm not buying the safety thing because if it was a safety thing, then nothing would be allowed in the park. No bookbags, no fanny packs, etc. They've just taken it a little to far with this one for reasons that make no sense whatsoever.
