Lets say that is the real reason. I don't get how having a belt too small a bad thing... It's better than having it too big so people fit in the chair but not the ride. Closing the chair down does not help things either. When a person who won't fit gets in line it would be better to have at least something to convince them that they can't ride instead of saying either no you are too big or having them wait in line to find out (which lowers capacity if they are too big).
Of course the bigger question is, why does it take 3 months to get the correct size belt on there!?!
