For all the years I worked at the park, the beach was raked each night beginning at 8pm (usually) and would last til about 12 or 1am.
Why is the beach patrolled at night now? If I worked there, I would sleep out there...why does security care so much what people do on that end of the beach anyway? It's just a beach. Its not like there's a secret underground WMD storage room under the sand, lol
The beach was actually raked by life guards during hours who would use a tractor with a...well, large rake on the back last year.
Back in the day there was a section that was past the public beach and past the Breakers that wasn't raked. That's where we went.

I don't want to sound dirty on here, but maybe they're worried that people will get crazy by getting drunk and going skinny dipping on the beach and lake.

I'm sure there are liability issues with having people unsupervised on a beach at night.
^This. The area is too large and dark for Security to see what is going on from a camera (say like in a parking lot) so they go out and patrol it. A lot of costal cities actually "close" public beaches at night too but it is one of those things that is a rule that is only enforced when needed. Also what Shawn said is true too, I have encountered it on more than one occasion.
