When looking at the graph, there is an obvious downward trend of most of the rides (Dragster being the exception)
I would assume new policies (rain and seat belts) as well as have more coasters to choose from contribute to the lower numbers.
I also added up ridership and here is the total roller coaster rides given since opening or since 1996 when ridership counts started (excluding Jr. Gemini)...

Well those numbers are only from what was listed on their website so I'm missing quite a few years. I have to doubt they surpassed 30 million.

^I concur. We have 6 years of missing info and if you look at the stats from 96 - 06, Magnum was always in the 1.8 to 2.0 million range. 2007 was the only year it fell out of that range at 1.5 million. That would put it well above 6.3 million for those six years.
Here are some figures:
averaging 1.8 million for 6 years = 10.8 million rides
averaging 1.5 million for 6 years = 9 million rides
Even at the lower 2007 number of 1.5, they still would have the 6.3 million for 30 million rides, but I think the number would be higher than 1.5 in most years.
At an average of 1.8 million, 30 million could have been attained by mid 2004 like MDOmnis said.

It's totally normal for all the numbers to have a decreasing trend. What you wouldn't want is a rapid drop from year to year.
Dragster is a sad story for the CP brass. The fact that it has more riders each year is just a reminder of how popular it could have been its opening year (with all the hype/marketing) if it had been cooperative.
Here's some speculation: Iron Dragon is easily one of the most consistent coasters on the list. Easy to check trains (no seatbelts) and low height requirement contribute to this. If things don't change regarding ride operations, I would predict ID will be #1 behind the railroad in just a few years.

^^While its safe to say that CPL&E will probably never be unseated as the ride number champion, I don't know that ID will ever come in second. I'd say either Raptor or Magnum based on the numbers we have here.
