i know you can hold a bed for two weeks, but if your other roommate isnt coming till later, you can keep holding the bed every 2 weeks right?

Most of the time if you tell them when the roommate will be there they will hold the bed until then. If there is a high volume of people coming in and they need to take that bed for someone who is there at the time, they will.
