Well, it couldn't, but TopGun at Paramount's Kings Island is a suspended roller coaster. Obviously meaning it hangs from the track above. Similar to Draggin' Iron (Iron Dragon) at CedarPoint but with some speed, more turns and a pretty fun first drop. PS - anyone ever had the first train of the day all to themselves and one friend in the front seats? It's pretty fun :-D
Now Top Gun at Canada's Wonderland, now that is one great example of a compact inverted roller coaster.
Also the Vortex at PKI (and PCW) are pretty cool.

Personally Vortex is a shadow of it's old self. It's gone the way of most Arrow's, rough. The last time I rode it was very painful.
