Second, if for some reason that is staging truss, it is unlike any staging/roof/lighting/sound truss I have ever worked with.

Now as to why each section would be so short, I have no answer.

Also, unless there are going to be anti rollbacks on the top hat (which I don't see) how could a train stop at the top of it? I ask that because it seems odd to have stairs at the very top of the top hat for the purpose of letting guests out if the train gets stuck. Maintenance stairs are rairly that "friendly", right?

At some point the left and right tower columns will be mitered like the back one and the three diagonal pieces will come together at this piece at the very top. That accounts for the three slanted stubs at the "top" of this piece as it sits in the lot.
One connecting stub will be for the track, probably the one coming out at the camera. The walkway assembly will probably be attached to the stub that sits on the pavement. The stub that is sticking straight up is probably for a vertical bracing member that will go down to the last horizontal brace between the columns at the point where they are mitered.
I wondered about this piece, too, until they placed the "bent" piece on the back column. Then it made a little more sense.
ed: (I gotta figure out how to do the links better. I think it works now. Sorry.)

But those stairs still bug me. No anti-rollbacks on the curved track in the parking lot means nowhere for the train to stop gravity from pulling it back to earth means no guest or employee will be getting off the train and standing on the stairs. My only thought is that they are thinking easier access for maintenance workers at 400+ feet. But they don't usually install stairs and hand rails for mechanics.
