A parking deck would be insanely expensive and not a good option for a park such as CP with a very limited season. I work for a university parking system and costs currently are a minimum of $25,000 per space to build a parking deck, even a single level one. Start doing the math and you'll see how fast things get expensive. We just finished a 600+ space four-level facilty that cost $25.1 million. You can build a really nice coaster for that money.
I know rides are expensive but they also drive people to the parks and generate other income from the peeps while they're in the parks. Parking decks themselves don't draw people to the parks.
