The bins in the station are bigger than the lockers in the park and there are seperate bins for each train. I don't get it. I'm thinking that if people were told to use lockers it may have been misinformed employees.

On July 6th we were chatting with the Gatekeeper line entrance host about this. He said that the bins on this ride are there for hats, glasses, and flip flops. He explained that bags are only allowed to be put in the bins if they aren't any larger than a small fanny pack.
In our group, for example, my fiancé was required to put her small vinyl drawstring backpack in a locker, however he allowed my mother's small fanny pack.
I rode it a dozen or so times over three days and witnessed several people make it all the way to the station with a larger bag (the entrance host must not have seen them), only to be told that they can't ride unless they exit the station, place their bag in a locker, and then wait in line again.
If all the players are ready...at the sound of the bell, ROLL EM!
Allow me to offer some assistance, as I have told this to many of my guests.
The only bags that are allowed in line are bags that are small enough to ride with the person. Fanny packs and small bags can ride if they're secure and do not interfere with the harness. The platform bins are for small loose articles like keys, wallets, phones, glasses, etc. There is room in the bins for bags; however, not room for everyone's bag. Larger bags, stuffed animals and basket balls must go into a locker or with a non rider.
I'm still disappointed there are bins there at all. Besides causing confusion, any effort to inconvenience the people who believe they have to carry a giant bag of crap around with them all day is a good thing.

Corkscrew, if those at the true rules, then there is a ton of inconsistency in enforcing said rules. In addition, if that's all your allowed to store, then the bins are way larger than necessary.

It seems the bins are sized according to the gaps between queue rails, rather than to a specific capacity.
And Corkscrew's description is exactly how I've seen it enforced, though I've only been in the park a few days this season.

The enforcement must vary widely. I've carried around my backpack sized camera bag and have never been told to put it in a locker on rides with bins.

We try to be as consistent as possible. As the supervisor on platform, I keep a look out for items that make it to platform that shouldn't. The entire crew would agree with your second statement. Especially when guests become upset that we have bins. We assumed the bins were going to be smaller, like maXair's or Skyhawk's. These are just what we were given and the rules which we were told to follow.
