Leave it to governments to know better what is a safe height, than the guys and gals who designed the thing.

I think it's safe to say CP would never have a requirement that is less than the one recommended by the manufacturer. In many cases, they seem make it slightly taller than the recommended. I came across some sort of manual from Arrow about Magnum one time and it called for a 46" requirement. CP decided on 48". There were always plenty of kids who met the 48" requirement that were still terrified to ride. Having it a little higher probably at least eliminated some of that and the slowdown that goes along with it.

Has there been any word on a maximum height requirement? At 6'5", I barely made it under the 6'6" limit on X-Flight this past summer. I'm assuming the keyhole elements will necessitate a maximum height for Gatekeeper as well, I'm really hoping I'm able to squeeze under that limit.

From what I know of ride design, there's a lot more room between you and the support structures than you think. Just like with the minimum height, they're going to err on the side of caution.

that's why they do the train clearance tests, so anyone who likes to stick their arms or legs out will be able to ride without getting amputated/beheaded :)
