CP's height sticks are the required height, not over at all. If anything, they would be 1/8" or so short, because of employees tapping them on the ground and they wear out. But Park Operations switches the height sticks several times a summer, so they're the correct height. As for the sneakers, usually if the sole of the shoe is consistent (not a heel-shoe only), the ride ops will be more considerate. Of course, if she's wearing platform shoes all bets are off! :) It's amazing what people will try to get away with.
The wristbands are the best bet if she's going to be close, because while the ride ops do have the final say (cases of unscrupulous parents switching bands aren't unheard of) it will help. Just be careful, and don't be too upset if she doesn't get on! And don't complain to the ops "she got on such-and-such coaster an hour ago" because it won't make a difference and will just put everyone in a foul mood. Not that you would anyway! :)
