freeze on housing?

I was hired to lifeguard and couldnt make my check in date and cant lifeguard cause i had surgery..well i called the other day to see if there was any other jobs open...and they said that they can only hire people who dont need housing, because someone put a freeze on housing...what does that mean? and is there any chance that this situation will change?
It means they are waiting to see who shows and who doesn't..

They have set rooms aside for peopel with contracts out and are waiting to see how shows and who doesn't before they start to bring in more people who need housing.

Chances are since you told them you couldn't make your check-in, your room is in limbo right now. They can't just give it to you for a new job because they have already put you on the no-show list and are holding the space till they release them and start to hire again.

If it helps, they usually sort through the housing to find out who doesn't have a roommate and how many rooms are free about mid-June (2-3 more weeks) so you could try something then to see if they have the space.
