Could just be welding. It's not uncommon to block an area off with tarps so as to not hurt anyones eyes.
I’ve seen tarps used plenty of times when they are not close to the actual welding taking place. Just a barrier to not see what is going on.
Welding was my initial thought as well when I saw this, for the same reason pointed out. Just trying to prevent people from looking at the arc flash. But I agree, if that's the case, then I really wonder what is going on with this section of brand-new track that requires welding modification.

I can't fathom that the welding would be to modify the track itself. Perhaps with new or modified trains they require some additional mechanics under or in proximity to the track such as a support for some electronics or sensors, or even removal of something that would be a clearance issue for parts of the new/modified trains.
