Okay, yes Bed Bugs can be an issue. Not sure about rats. Anywhere where large amounts of people are living you will have the potential for bed bugs, its a fact. CP doesn't just say "Oh Well." they will send pest control to kill them but you have to tell them. You can't just assume they will know.
Most rooms will probably not have bed bugs when you arrive. I say most cause theirs always that chance.
Also, you greatly reduce the chances of having a problem with bed bugs if you wash your sheets and clean your living area.

I can see rats being a problem at the end of the season, but probably not right away. But never say never, any old building that is not upkept (like CP housing) can easily get a rat problem.
They don't really clean the mattresses, if at all, so use lots of lysol and wipes before you put your mattress pad down. Also if you have any mold allergies good luck, because black mold is a huge problem in all of the housing buildings.
The best solution to any of these problems is to spend the least amount of time in your room as possible by going out and meeting new people and only go in your room to sleep...which really is what CP is all about anyway.
