My favorite is Magnum, especially early in the morning when the sun is rising or when the sun is setting and on your left you can see the the sun setting but on the right you can see the beautiful purple sky.
Worst? Wicked Twister because there is none! Even Dragster has a slight incline (although not that tall of a lift) But if we are talking about chain lifts, Corkscrew.
Leave the hypercoaster alone
I think that Magnum is my favorite because its nice and slow and you can take your time to look at everything. My least favorite is definitely Corkscrew
Man hall are hating on corkscrew haha..now it actually isn't that bad. Ride wise right side riders get a good view into the park, left side is a bummer oh well. Now turning around and getting to look st the rest of the park during a lift walk its actually a good view. Front isn't terribly bad but the back view is much better. Hopefully the link below all this works, if not I'll try and find another way. Ride wise maggie is still the best. Full moon, no clouds at night, right hand seat...perfect lake view

Does it have to be a coaster?
I actually find the Shoot the Rapids lift hill provides quite a nice view--midway to the right; dinosaurs and lagoon below; Magnum, the Lake, and Lighthouse Point/Sandcastle to the front; and--close to sunset--a gorgeous view of Mean Streak and the Bay off to the left.
(I'm prepared to be booted off the board for actually kind of enjoying this ride.)
Best Lift Hill View I would have to say Magnum. I love watching people on SkyScraper and looking ahead at Soak City. There's just so much to see while riding Magnum.
Worst Lift Hill View I would have to say is a tie between Maverick and Corkscrew. The backside of the Chick Fil A building is not very eye catching and the piece of land where they store Thunder Canyon boats isn't all that great either. However, the maintenance building, Golds dorms, and the back side of SkyRide West isn't my idea of a picturesque view.
