Age for a job

I have heard that for a job for the outdoor carnival like games, that the minimum age for working in those is 14, Is this true?

Correct.

However, you have to be 18 to live in company sponsored housing.

What if someone turns 14 RIGHT before 2014, (like birthday in december) so they have never had a job before, Would they still let him work there?

I would assume so, as long as they're 14 before they process in.
