Them charging $2 to hold the photos is a way for people to not forget the photos. If you was being charged $2, would you forget your photo? Lol. Its better then paying to get a locker or walking all the way out to your car and back. Lol.

If I'm already paying $10 (give or take), another $2 isn't going to help me remember.
