According to CP's website:

You are encouraged to check the forecast and make an informed decision on whether or not you should visit on your reserved day. Some rides will operate in the rain. However, closed rides will reopen as quickly and safely as possible. All alternative VIP Tour arrangements are made at the discretion of management.

Thats terrible that you had to actually call someone to get a guide to come to you. Someone screwed up big time there, that wouldve gotten me really angry...completley unexcusable as far as im concerned.
