"DeWine spokesman Dan Tierney stated in an email that 'the mandatory business protocols, large gathering restriction, and social distancing (are) still mandatory. Stay-at-home and travel limitations will move to strongly encouraged.'"

Sounds like nothings really changing to me except for the wording.

It means that if we Ohioans go to Indiana to ride roller coasters (since our local parks aren't open), we aren't "required" to self-quarantine for 14 days anymore.
