The Golden Tickets are given out by Amusement Today, and industry magazine. I'm not sure exactly who gets to vote on it, but I believe it is the subscribers of the magazine.

Yes. I am a subscriber of Amusement Today. Each year, the magazine randomly select a sample of their subscribers from around the "world". For the magazine, the "world" is almost equal to the "USA"... In fact, I believe that the respondents are equally divided among five areas: USA north-east; USA north-west; USA south-east; USA south-west; and other countries.

Is it just me or does CP love using it for marketing purposes. This year, everything says best park on the planet. I don't disagree one bit but they're sure rubbing it in.
