Maybe the spinning rides are made to come back down in a power outage or mechanical failure because they need constant power to be held up or something? I'm assuming that a ride that could get stuck upside-down would be considered unsafe but maybe not. It could do this in the same way that roller coasters can apply brakes without power possibly.
