Wouldn't the current count be down by one since one of the dueling skeletons "dies" as the train passes by? I suppose it might depend on whether or not a presumably-already-dead skeleton can die again.
Or perhaps the losing skeleton is from another skeleton-based village outside of Boneville and he was just in town causing trouble.

The population count could also be down one because of the guy shooting at the skeleton humping the fence by STR. Even though that guy just doesn't seem to die...

When I was a kid in the 70s, there was a skeleton with a top hat straddling the top of the fence, then they replaced it with the one trying to climb it.
wow you enthusiasts are fast! We were at the park for about 2 hours on Sunday evening and had the whole debate about what the population was so we had to ride the train to find out :)
There are 51 total skeletons as the sign implies. Two are dead and one gets shot. The number on the sign has already been changed by the town assuming one will die in the gun fight. The guy under the sign is already dead as he has a bullet hole in his head. He didn't win the gun fight. I'm not sure if the other dead one is the guy in funeral parlor or the hearse, as I think they both sit up. There didn't used to be a guy in the hearse.
However, if you count them now you will be short as the guy at the well is in the hospital for double hip surgery. Also during Halloweekends the number goes up as the fisherman may make an appearance somewhere.
