I admire your creativity, but the average high temps in Williamsburg VA don't go much below 50 degrees even in January. Aside from the waterpark, they could realistically operate the entire park, inside and out, year-round.
To make your plan feasible, you would have to make the place a year-round destination, and I honestly see no way you could get people to voluntarily visit the coast of Lake Erie in the dead of winter.
What could Cedar Fair possibly build there that I could not enjoy more than in a more comfortable climate?

But I think your point is still valid. Even pulling people from all the non CF in-door parks, it would be hard to support a year round business of that sort. But fun to think about.
