My family and I will be making our 1st ever trip to Halloweekends. We've been visiting CP for 5 years straight and my 7 year old loves all of the coasters (he hit 52 inches this year and loved going on Mav, WT and PT for the 1st time ever).
I have 2 boys, 5 and 7 years old. Both like spooky stuff (they love the Goosebumps movies).
My questions are:

Can your children handle a person in a grotesque mask jumping out at them from a low light/high fog environment while scary music is played over head?
If the answer to that question is yes, then they can handle most houses, but be aware that Club Blood and Undertaker U also have a bit of gore as well. Every other zone is pretty much how I described it up above.
There are a number of attractions exclusive of the scare zones and haunted houses that are suitable for your children. By Blue Streak is The House on Boo Hill a kids haunted house where kids get candy on exit. Across from that is a kids hay maze. Over by the Aquatics Stadium is a kids show featuring witches and wizards. The kids can participate. The Chris Linn magic show is kid friendly as are the Peanuts shows at Camp Spooky. The parade at 4pm Saturday and Sunday is great for kids. Afternoons the monsters (not scary) dance in front of the arcade, the Graveyard Rockers with monsters are good too. They have a cosume contest too. Graveyard Shift is all singing in the Goodtime theatre. All good for kids.
As for the haunted houses and scare zones, alot depends on the child. My 10 year old has loved these things for about 4-5 years now. He may be the exception. Pharoahs Secret to me is the mildest haunted house. I would try that one first. There is no blood or gore. Undertaker U is the bloodiest. As for scare zones, Cornstalkers doesn't have the gruesome monsters found in CarnEvil, Fear Faire or Fright Zone. Cornstalkers though has a long line to get in. Terror Island is mostly pirates, but they have an extremely loud cannon. Plus it's really a long walk. The biggest issue for kids is being scared by someone jumping out of the darkness. That's where the screams occur. If you want to try a scare zone,maybe go into Fright Zone or CarnEvil a little bit and see how they react. If they get scared you can turn around and go out with little trouble.
Remember once your in a haunted house you must continue to the exit.
Terror Island and CarnEvil will be your most intense.
Fright Zone and Cornstalkers would be the next intense.
Fear Faire is probally the least intense, the smallest zone and they should be able to go through it.
As the others have said, the scare zones will depend on the individual kid. If you get into one and it is too much for your kid have him hold onto your hand and close/cover his eyes. The zones are all no touch so you will be able to lead him out of there and away from the monsters without anymore "attacks". (I had to do that with my cousin once.)

^ The police stationed throughout the zones are also happy to accompany scared groups out. Screamsters won't scare groups traveling with an officer.

If they can sit still for 15 minutes, The Trio of Terror would be very good for them. We do 3 stories by Edgar Allen Poe. "The Tell-Tale Heart", "The Black Cat" and "The Raven". Each show is 10-15 minutes long. Every weekend we have children anywhere from 5 to 10 years old come up to us after the shows and tell us how much they liked it. They are a little scary at times and the language can get a little bit violent, but it would be a great way to transition them from the Goosebumps movies into something that is going to be right in front of them. Like I mentioned, we have had tremendous success with kids in the age group that you are looking at, as well as all other ages.
