Do all of the rides reopen when the rain stops, anyone know how this goes? I'm sure they are closed when it's raining but which take especially long to open back up after the rain?

A basic idea on how long a ride will be down is how old it is. Typically the newer the ride the quicker it can operate after rainfall. Other factors include what type of braking system is used on the ride and how many trains are being run.
The quickest rides are:
Millie
Magnum
Maverick
Iron Dragon
Mantis
Wicked Twister
Slower:
Everything else.
Last Ride back:
Disaster Transport

Rides will close due to weather conditions, particularly rain, high winds and/or lightning. A specific answer as to which rides close or remain open is not possible because varying degrees of inclement weather cause different effects on different rides. Those rides affected the most are the roller coasters and the high rides. Cedar Point makes every effort to reopen the rides as quickly and safely as possible after the adverse weather conditions cease. Sorry, no rainchecks or refunds.
Generally, the following weather conditions will affect the listed rides and attractions:
All rides will be closed during the severity of the storm and will start to reopen as soon as the storm or lightning passes.
Please remember, it is not possible to specifically state which rides will be closed at a specific time because the varying degrees of inclement weather cause different effects on different rides.

What about Top Thrill? As far as getting back up and running? Anyone been there after the rain stopped and it was up shortly after?
I'm there all day at hotel so I can pop in and out....just wanting to get an idea.

It really depends on the rain for Dragster. Any heavy rain will keep it down for awhile. A light rain will let it get going again quickly. The problem however is that even if it's barely drizzling the ride has to stay shut down as no one likes getting pelted with rain at 120mph.
Therefore even if you can't feel rain on the midway, the ride may stay closed for a little longer to ensure all the rain is out of the area.
I was there July 3rd. From 9am to 10am there was no rain. The ERT rides were running, At 10am to 10:30am, heavy showers, Rides started testing about 11:00am, 5 to 10 minutes later power tower was, up but dragster wasn't. By the time I rode Power Tower, 10 minutes or so Dragster was running. Then It started raining from Noon to 12:30pm with lightning. Antique Cars was flooded, so it was not open because they had to remove the water from the track. But Antique cars was running in the rain from 10am to 10:30am.. I waited by Shoot the Rapids for 10 minutes, and it looked deserted, and it wasn't raining. So I went up to Iron Dragon which was running again about 12:45pm., While on the ride a shower started, and we were the last car, they stopped Iron Dragon again. Headed over to Power Tower, it was running, at that time I saw people on Iron Dragon again. I left about1:15pm because more rain was on the way.
GATEKEEPER-I came, I rode, I was mildly disappointed; until a second ride (rear left) put GateKeeper back on the...it's a nice ride list.
