Was Project 2003 supposed to be a S&S?

I am wondering if Project 2003 was supposed to be a S&S project, but CP decided to change to Intamin because Hypersonic 2000 was having problems. Dodonpa in Japan is redeeming S&S somewhat... Plus I wonder if Vertigo only affirmed that the switch to Intamin was wise...
You just don't change manufactueres in the middle of the planning process. Hypersonic only opened last season. #16's been planned out for a few years now, but was waiting for Intamin to say "ok, we've got it down". Then Xcelerator was built to test this so called "rocket coaster". KBF people are the lab rats. This is how I would see it anyways.

However, there was apparently a time when some S&S people were going around telling people that they'd build such a ride, confident the park would say yes.
