Walkway over the lagoon?

I noticed that there isn't any stairs going up and down on that walkway over the lagoon. Is it just that they haven't installed them yet?

That will prolly be one of the very last things to be done.

They have the footings for the stairs poured so it's just a matter of time till they're installed.
