I haven't been to the park in two years and I plan to go sometimes in July with some friends.
I was wondering whether CP still hands out time-specific tickets for certain coaster rides, so that you can come back and ride it at a certain time and going ahead of the line.
If it stil does, does anyone know what rides are having this? Maverick maybe?

I believe they only used to do hand stamps, not tickets.

CP did experiment with timed tickets for Millennium Force it's opening year. The results were less than successful.

My friend went in a Wheel Chair and got timed tickets. He would just show up and ride without the line.
He was so lucky.

It's a time stamp to come back to the ride and it's equivalent to how long the current wait in line is. So if your friend went to ride MF and it was a 2 hour wait, the time he was given was 2 hours from the time he got the stamp. So he still waited two hours, he just didn't physically wait in line. Also, for the rides that do the stamp, you're only allowed to have one stamp at any given time, so the only rides you could ride while waiting for your time are the less popular ones.

It looks to me like he has a friend who might legitimately be or have been in a wheelchair, and was able to use handicapped access.
^ I would reconsider it. Being truly handicapped and in a wheelchair doesn't seem lucky to me. Even if I could use handicapped access, I think I'd choose the use of my legs for the 99% of my life I'm not at Cedar Point.
HE had to wear one of those huge boot thing on his foot because he had broken his foot 2 weeks before going to CP. He was cleared to walk but he chose to wear the boot and take advantage of the stamp thing.

Doubtful. 2 weeks after breaking your foot. I wouldn't want to stand in line either.
I utilized special access at Kings Island last Monday after falling down stairs and effing my ankle up. I would have much rather been fine to wait in line.
