If I remember correctly it has been closed off the past couple years. Any reason why?

It doesn't meet ADA criteria

Another fansite is reporting that the observation deck is open. Anyone here that can confirm that?

ADA stands for Americans with Disability Act. The park has to comply with their standards for guest with disabilities.
