CF built STR because their market research showed that people wanted a water ride. Since then CP has added Gatekeeper an Valravn and redone Mantis/Rougarou. Even if they decide not to add yet another coaster and put it in the STR location, their research will presumably show that people still want a water ride.
Prediction: sometime soon they add a water ride somewhere in the park.

I agree with your premise, though ... Because on the other side of the coin, I seriously doubt anyone is in the frame of mind that CP wouldn't replace a 'coaster' with another 'coaster' ... Especially seeing as how they've already done it - immediately and on the same footprint in one case with GateKeeper/Disaster Transport; and in a separate scenario: 5 years later and a stone's throw away with Valravn/Wildcat, respectively.

I would love for a ride like "Tom & Huck's River Blast" or "River Battle" in the place of Shoot the Rapids. This type of water ride fills the gap of water ride, low height requirement, low thrill, while at the same time family-friendly and interactive. To me its an obvious choice. The problem with Shoot the Rapids is that it really was no different than Snake River Falls.
