You can always cross through the boat and wait at the exit for other riders to join you -- but that assumes you are going to waste the time to wait in line to do that...

Right, and if you waste time in line, you might as well ride the ride instead of crossing through the boat.

I'd rather be in my boat with a drink on the rocks,
than in the drink with a boat on the rocks.

So has has anybody checked it out? Is the bridge completely blocked off or just for people who didnt go on the ride?

It's already been said several times. You exit the ride as you normally do. You are not permitted to enter onto the bridge from the exit.
