No problems with ride retrofits in Ohio. From an observational standpoint, one needs only look at the Blue Streak (major retrofits in 1994 and in 1996) at Cedar Point, or more dramatically, at the Racer, The Beast, The Beastie, and most obviously, Flight of Fear at Kings Island.
Ohio law requires an annual inspection, and an additional inspection if the ride undergoes a major modification mid-season. In general, Ohio's inspections are to manufacturer's specifications (which makes me wonder how Kings Island's wood coasters are permitted to operate) and provisions exist for handling manufacturer-approved retrofits.
New Jersey also allows changes to the ride or trains, but any such change is required to undergo an engineering review with the State.

I think CP should put the old cars back on the Blue Streak (if they still have them) I never rode in them, but alot of people say that it was ALOT better when it had the one lap bar and no seat dividers. I think CP should realize that they could have a ACE classic if they just put the original cars back on, and the ride would get alot more popularity!!!
My first year to the point was the last year they had the old Blue Streak cars...or maybe next to last (whatever year Raptor openned). And they scared the s*** out of me. It'd been so long since I'd felt airtime on a coaster where the bar didn't smash my legs, and it was quite a different ride. I wish it were that way again.
