Here's my take. Ava and I were at the park this morning (only a short day for us, but fun nevertheless.) We walked up through the ERT side of the midway just as 'God Bless America' was finishing up, and got to witness the running in all its splendor.
Actually thinking of this conversation, I watched and listened to staff as the bulls charged past. I never heard a solitary warning or word of caution.
On the other hand, the 'running' was primarily really jogging, or running at a moderate pace, which is a much more controlled activity than a full-on sprint. I'm guessing it's the latter that sometimes brings out the admonitions.
So perhaps the policy should be, "Safe running is permissible, but no sprinting." On the other hand, I can't see how they'd enforce such a policy, and it definitely opens up holes of corporate culpability in the event of an accident.
