This is something that happens to me every time I ride Raptor and its kind of scary but does anyone else notice the ots restraint on raptor wont click completely into your lap but instead you can kind of push it up and down? This always makes me nervous riding raptor even though the forces obviously keep you in your seat.
Completely normal. There is basically a ratchet system that locks the harness at various points throughout the travel of the restraint. If you are just slightly big enough that it does not make the very next ratchet, the harness will not be snug on you. If somebody pushes hard enough on the harness though, it will most likely click again and cut off all breathing ability!
Don't worry about it... Some rides use hydraulic systems that don't click and will lock tightly in any position. Just depends on the manufacturer.

I agree - every time I'm on Maverick, I find myself trying to prevent my head or neck from hitting the restraint rather than having a good time. Also, as long as the vests don't lock, I hope we see new trains for Raptor someday.

If by "us" you mean people with eyes? I don't know about you, but even if I've never ridden a coaster before, I can see the track coming up and know which of the two ways I need to lean my head.
Now granted, first time you might be a bit...excited, but it's simple, if the train is going to turn or twist left, you're about to have your head slammed to the right, so lean left before the turn to counter. Basically lean into the turn before you hit the turn.
At least I think it's that way, I'm not riding at this moment, and I can't visualize for crap sitting here in my Aeron.
