I found this interesting that this coaster has the same layout as Raptor. Was Raptor's design one that was used in many parks around the world?

Sad for who exactly. An axel being in such bad shape that it breaks. I don't really feel bad the park. I do feel sad for the people on that ride though.
Safety is key when running an amusement park, luckily for us, CP knows that and has one of the best looking safety records in the industry.

Remember, and I'm pretty sure someone made reference to this a while back, that the Japanese have a very different look at safety than we do in the United States. If something were to happen here (meaning the US), we'd likely close the ride, establish the problem, and try to get it up and running as soon as possible. When the Japanese lose members of their nation, community, etc. in such an event, the reaction is very different, and looked upon much more severely (not that it's not severe in the US, but mentality is very much different). This is why you see a lot of the rides that have accidents in this region of the world remain closed for so long.
You can see this reflected in a lot of ways. For example, the M9 earthquake that occurred several years ago. The event was taken so seriously that many new regulations have been installed, and in fact, the entire system just went into effect last month. Such things as systems that will immediately shut down rail systems when P and S-waves occur, systems to isolate and shut off gas systems in affected regions, and sirens are just a few of the efforts. Don't see anything like that as a result of some of the major earthquakes that have occurred in California, do you?

I really don't see the connection between how they react to a tragedy and their negligence and complacency in maintenance. Their outlook on safety has nothing to do with their reaction. They could mourn afterwards, they could have a party and fire the ride right back up, neither would change the fact that they failed to maintain their ride.

Please. The only reason for the over-reaction is because they got caught, not because they care so much.
