You would think so. Beauracratic red tape and what not have postponed a much needed overhaul. They practically need to re-build the entire grid.

Minor repairs have been done to prevent a major blackout temporarily. In a nutshell they fixed a bug in the Unix based GE system designed to alarm operators of impending doom. But the physical grid still needs much work.

I had a friend who just rode IH over Spring Break and can confirm there is not a chain at all, just the tires.
