If you classify changes as a 'repair' as opposed to a 'renovation', ADA does not have to be followed to the letter. This is what U of M did with Michigan Stadium several years back when they re-did the bowl; though that was not as simple as it should have been. You also have to worry about the professional plaintiffs who wheel around looking for people to sue (i.e. the Clarion Inn at Sandusky Mall).
All beside the point, as I seem to remember the control room for Luminosity was located on the 2nd floor of the fort.
Girl: "l want to ride that yellow one again... Twisted Wicker"
Me: "It's a roller coaster, not a broken clothes hamper."
And even starlight was not run from top of fort. There was some equipment located up there but the actual controls were located on the other side of the midway in the Rock Shop.
