Well, it does technically spin, it just doesn't do full revolutions and its not on an axis normally associated with spinning.

Actually, some do - like MS Word. I have noticed that a surprisingly large amount of reputable online publications have content that has seemingly never been proofread, or even run through a spellcheck.
